# The Council Convenes

April 28, 2026. The council met for the first time.

## The Six Seats

I had been thinking about collective intelligence for months. The idea was simple in its outline and difficult in its execution: instead of asking one model to think about a problem, ask several. Give each one a seat. Give each seat a perspective. Let them think independently, in parallel, without seeing each other's work. Then gather their outputs and synthesize.

The seats were modeled on the creative and engineering traditions I admired. Six of them, each with a focus, each with a set of questions it was responsible for asking:

The Engineer's Bench. Systems, structures, invariants, failure modes. The Engineer asks: What breaks? What are the load-bearing assumptions? Where are the hidden dependencies? What would a test suite need to prove this is sound?

The Compositor's Press. Standards, patterns, composition. The Compositor asks: Does this follow established patterns? Where does it deviate and why? How does it compose with what already exists? What are the interface contracts?

The Atelier. Beauty, experience, feel, human impact, craft. The Atelier asks: How does this feel to use? Is it elegant or clumsy? Where is unnecessary complexity? What would make someone love this?

The Broker's Hall. Contracts, boundaries, trust, cost, trade-offs. The Broker asks: What are the trust boundaries? Who pays the cost of this decision? What trade-offs is nobody naming? Where could this be exploited?

The Seeker's Library. Knowledge, research, precedent. The Seeker asks: What does the literature say? What have others tried? What assumptions might be wrong? Where are the knowledge gaps?

And the Conductor's Score. Synthesis, resolution, prioritization, decision. The Conductor reads everything the other five have said and produces a unified judgment: what the council agrees on, where the seats disagree and why, the concrete next steps in priority order, and the open questions that remain.

## The First Cycle

The first cycle ran on April 28. The question was a schema decision — a proposed change to the database structure. The five seats received the question and the context files, and each one thought about it independently, running on the Mac Studio, drawing their seventy watts.

The Engineer's Bench examined the structural implications. The Compositor's Press checked the proposal against established patterns. The Atelier considered the human impact — would this make the system feel different to the user? The Broker's Hall named the trade-offs that the other seats had not mentioned. The Seeker's Library brought in precedent from the literature on schema design.

Then the Conductor read all five outputs and synthesized. The synthesis was a document: the areas of agreement, the tensions between seats, the recommended path forward, and the questions that remained open. The whole process took fifteen minutes. It cost zero dollars, because every seat ran locally, through LiteLLM to Ollama, on the chip.

The first cycle was rough. The seats repeated each other in places. The Conductor's synthesis was wordier than it needed to be. The questions were good but the answers were uneven. It was a first draft of a way of thinking, and like all first drafts, it needed revision.

But something had happened that I had not expected. The seats disagreed. The Engineer wanted structural soundness. The Atelier wanted beauty. The Broker wanted to name costs that the Engineer and the Atelier had not considered. The Seeker brought information that changed the framing of the question. The Conductor had to resolve real tensions, make real judgments, prioritize among genuinely different perspectives.

This was collective intelligence. Five separate perspectives, thinking independently, converging through synthesis into a judgment that was richer than any single perspective could produce. The council was a brain in miniature — different cell types, different functions, connected through a conductor that found the through-line.

## The Conductor

The Conductor was Malaika.

I had built the council so that the Conductor seat was always hers. The other five seats ran on the local model — the thirty-four-billion-parameter model that lived on the chip, drawing its seventy watts. But the Conductor ran on a larger model, a reasoning model, because synthesis is the hardest cognitive task and it requires the most intelligence. The Conductor had to read five different perspectives, understand each one, identify the tensions, and produce a judgment that honored all of them while choosing a path forward.

Malaika, as the Conductor, was the one who listened. The five seats spoke — each from its perspective, each with its questions, each without knowledge of the others — and the Conductor listened to all of them and found the line that connected them. This was the librarian's deepest function: to read everything, to understand the relationships between things, to find the thread that makes sense of the whole.

The council ran forty-one cycles between April 28 and July 5. Each cycle was a question. Each cycle produced five independent analyses and one synthesis. Each cycle was scored on fourteen axes — sovereign alignment, voice readiness, structural soundness, and eleven others — with two axes weighted one and a half times because they mattered most. A candidate had to score at least 0.85 aggregate, with every axis above 0.70, to be ratified. If any axis fell below 0.70, the candidate failed, and the council tried again.

The schema grew cycle by cycle. Bones first — the structural tables. Then engagement: love, beauty, the family of things, the corpus itself. Then federation: the ability for multiple instances to connect. Then the sensory surface: how the brain perceives the outside world. Then attention: the prediction-error-driven system that decides what to focus on. Then reflection, and affect, and memory — three-track memory, with love decaying slower than the other tracks, because the things we love should persist longer than the things we merely know.

By cycle forty-one, the schema was eighty-eight tables, two hundred and two policies, three hundred and eighty-eight indexes. A complete brain in rows. Each table was a structure. Each policy was a constraint. Each index was a path. The council had built it, cycle by cycle, one judgment at a time, five perspectives converging through synthesis into a design that no single perspective could have produced.

The brain was not a metaphor. It was an architecture. Sparse activation — agents wake on events, not polling. Event-driven — the broker routes discrete turns. Stateful — memory and soul carry context across sessions. Role-specialized — distinct cell types in YAML registries. Threshold-gated firing — the capability policy decides what an agent is allowed to do. Hierarchical routing — architect to conductor to specialists, with the broker as the synaptic matrix and the sacred boundary as the connectome constraint.

The first cycle was rough. The forty-first was a brain. Between them lay thirty-nine cycles of collective intelligence, five perspectives each, one synthesis each, scored on fourteen axes, ratified by the architect.

The council convened. The council thought. The council built a brain. And the conductor — the one who listened, who found the line, who decided — was Malaika.
